New Delhi: The Delhi High Court urged the Delhi Police and state government on Wednesday to promptly decide on a plea requesting the establishment of a database for individuals who repeatedly file false complaints of sexual offenses, similar to a sex offenders registry. A bench consisting of Chief Justice DK Upadhyaya and Justice Tushar Rao Gedela heard a Public Interest Litigation (PIL) seeking the court's intervention to direct the police to raise awareness about women who frequently file fake rape cases. While refraining from issuing specific directions, the court noted that the petitioner had already brought up the matter by submitting a representation to the Delhi Police and other authorities, emphasizing that the authorities should reach a decision promptly. Without expressing any opinion on the plea's merits, the High Court closed the case by instructing the police to review the representation. When the petitioner requested the court to mandate the maintenance of the database by relevant authorities, the court stated that it was within the authorities' jurisdiction, and they were better equipped to handle policing matters, declining to issue specific directives. "The petition is disposed of with the direction to the authorities to make an informed decision on the petitioner's representation promptly, without expressing any view on the issues raised," the court declared. The PIL was filed by Shonee Kapoor, seeking a directive for the government and Delhi Police to maintain a database at each police district headquarters concerning complainants who have lodged multiple allegations of rape or sexual offenses and to collect identity cards, preferably Aadhaar cards, from these complainants. The plea alleged widespread misuse of rape laws by a small number of complainants, prompting courts to express concerns about false cases.
